The Total Amount of Money is a fixed figure in any countries of the world. When there is corruption or under table money, X, a country must print this amount of money to stay healthy under International Monetary Fund (IMF) governance.

This under table money, X, is kept in somewhere of the country while not in the bank for sure.  In order to stop all corruption, new design money notes will be printed out to ensure no more under table money.
