A justification on how to read

"I was not rich."

Is the sentence above bringing the meaning of your parents' financial status or my parents' financial status or the author's parents' status?

The answer is NO.  I was poor and it does not mean that my parents were poor or are poor.

Majority of people will know that if a person is not rich, then, it means a person must be poor.  How about we grade this into a scale of 5, i.e. 1) very poor, 2) poor, 3) average, 4) above average, 5) rich, and, 6) very rich. 

When we read a sentence that "I was not rich", it could be the meaning of "I am very poor", "I am poor", "I am average", "I am above average" or "I am very rich".
